If I open a web page but do not download or save it, will I be charged for it?

Yes. Opening and downloading a web page is the same thing. When a web page is opened, it is downloaded at the user’s machine and gets stored permanently there if saved. Since there is data transfer involved, you will be charged as per the tariff plan applicable.
