Go to Tools >> Options >> Network >> Registration Mode of the Dial-up connection Software and search manually for the network / operators available. Register to any of the operators available in the searched list, and your Data card will connect. If the problem persists, try to log on to some other available operator in the searched list of operators and it will surely connect.
