Will the usage count start immediately after establishing a connection even if there has been no web access or e-mail has been downloaded?

No. The usage count only happens once there is a data transfer involved. A simple connection will not cause any data transfer. However, if your Outlook mailbox starts an automatic download of mails on connection, you will be charged accordingly even if no e-mail is fetched.
